Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or acts related to terrorist activity, money laundering or terrorist financing, or any other exclusion ground listed in the tender. If any such ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds, but all details and any additional conditions must be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder or joint bidder must have a specific annual turnover in the contract area of at least EUR 500,000 in total over the last three completed financial years, excluding VAT. The bidder must provide the period, amount, currency, code and issuer for the turnover information.
Within the 36 months preceding the start of the procurement, the bidder or joint bidder must have properly performed at least two winter maintenance, road maintenance or parking area maintenance contracts, each worth at least EUR 125,000 excluding VAT, or two equivalent subcontracting contracts for a main contractor. The contracts must have been completed, or be in performance in a way that the works have been accepted by the client. The bidder must provide the contract values, dates, other contracting parties and, where applicable, the procurement reference number.
If the bidder relies on the resources of another entity, the details of that entity must also be provided. The bid must also confirm compliance with the procurement documents, that the bid is unconditional, and that any equivalence has been explained and supporting evidence attached. If the exact compliance requirements or form requirements are not fully visible in the machine-readable notice, they must be checked in the tender documents.
