Qualification criteria and exclusion grounds
The design author must have either a higher education degree in fine arts, applied higher education in landscape architecture, or higher education in architecture, or must belong to the Estonian Artists’ Association, the Estonian Association of Architects, the Estonian Association of Interior Architects, the Estonian Designers’ Association, the Estonian Association of Landscape Architects, or an equivalent recognised professional association abroad. The artist or sculptor must cooperate with an architect or landscape architect when carrying out the design. The contracting authority may request additional documentary evidence to verify the submitted information. In addition, the participant must provide details of the design author, a power of attorney in case of a joint tender, proof of representation if the representative is not listed on the register card, and, for a foreign participant, a certificate from the register in the country of establishment. The tender must comply with all conditions set out in the procurement documents and competition rules; conditional tenders are not allowed. The participant must also submit Form 3, the participation application, Form 4, the name card, and the model in accordance with the terms of reference in Annex 1 to the competition rules.
