Qualification criteria and exclusion grounds
The bidder must hold a wholesale licence for medicinal products for human use. The bid must be submitted in the structure set out in the tender documents, and the bidder must confirm that the bid complies with all conditions in the procurement documents. If the offered goods or their supply chain involves subcontractors or suppliers, the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or undertakings established in the Russian Federation, and are not persons linked to them as described in the tender documents. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
