Compliance requirements
The exclusion grounds include the usual criminal conviction grounds, such as participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour and other forms of human trafficking, commission of a terrorist act or offences related to terrorist activity, and other grounds listed in the ESPD. The bidder must answer these with yes/no responses and, where applicable, provide the date of conviction, the reason, the convicted person, the duration of exclusion and a description of self-cleaning measures. If an exclusion ground exists, the bidder may submit evidence of restored reliability where permitted. For subcontractors, the bidder must confirm that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used in performing the contract. The bidder must also confirm that the offered goods are not the object of international sanctions and do not originate from sanctioned regions or areas under sanctions.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract within the last 60 months involving artificial turf installation works on a full-size football pitch. A full-size pitch means a length of 90–120 m and a width of 45–90 m. If the contract continues after the deadline for submitting tenders, qualification may be demonstrated through the part that has been handed over to and accepted by the client by the start of the procurement. If the work was carried out under a framework agreement, the bidder may prove qualification with contracts or orders concluded and performed under that framework agreement. Together with the tender, the bidder must submit a list of completed contracts with a short description, the pitch size, the contract completion date and the details of the other contracting party; for a public procurement contract, the reference number must also be provided. The tender must comply with the technical specification and the required confirmations: the artificial turf manufacturer must have FIFA Preferred Producer status, the proposed artificial turf system must have a FIFA Quality Pro certificate or an equivalent, and recyclability of the artificial turf must be confirmed by an impartial test at least at university research centre level or by the manufacturer. The bidder must also confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary, that a power of attorney has been attached in the case of a joint tender, and that the required confirmations on subcontractors and sanctions have been provided.
