Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation or corruption, and no other exclusion ground mentioned in the tender documents. Qualification criteria and exclusion grounds

The bidder must have experience in selling the products offered in this tender during the 3 years preceding the publication of the contract notice. For each product offered, the bidder must have sold at least one third of the quantity planned by the contracting authority in Annex 1 during the framework agreement period. To prove sales, the bidder must provide a list of properly performed sales contracts or transactions, including the contract parts, exact product names, dates, values, counterparties, and quantities sold. The bidder must also submit a confirmation in the ESPD. The bidder must have a product representative employed by or otherwise contracted to the company who has been trained by the manufacturer or has completed the relevant training for the products offered. On request, the bidder must provide copies of certificates proving the training or a written confirmation from the manufacturer. The bidder must also confirm that it has the right to represent and sell the offered products in Estonia. The technical part of the bid must be submitted according to Annex 1, including the exact product name, manufacturer, product code or reference number, description of all sub-sections, and actual parameters. Prices must be given in euros with two decimal places and must include delivery, unloading, and training costs. If the bid is submitted jointly, a authorised representative must be appointed and a joint-bid power of attorney and joint liability confirmation must be provided. The bidder must also submit the declaration and confirm compliance with the tender documents, including any equivalent solutions if required.
