Compliance requirements
The bidder must confirm that neither it nor members of its management or representative bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also provide details of persons authorised to represent or control the company if they are not visible to the contracting authority in public registers. In addition, companies whose place of residence or establishment is in the Russian Federation or the Republic of Belarus are not allowed to participate in the procurement.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the last three completed financial years must be at least EUR 200,000. The bidder must provide details showing that, within the last 36 months, it has properly performed at least one design contract for a tunnel, bridge or viaduct. For that contract, the bidder must provide a description, value, dates and client details. The person responsible for managing the design work must hold at least the professional qualification of a certified road engineer with design management competence, or an equivalent level 7 EKR/EQF qualification. The contracting authority may also request documents proving the professional qualification. To confirm bid compliance, the bidder must submit the required forms and confirm that the bid complies with the tender documents and that the bidder has the registrations and competences required to provide the service.
