Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm the absence of criminal convictions and other exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds set out in the procurement documents. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning. Qualification criteria and exclusion grounds

The bidder must demonstrate financial and technical capacity. The net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 1,000,000 per year. If the annual report is not published in the business register, the bidder must submit an extract of the report on request, with an Estonian translation if the document is not in English. If the bidder is not required by the law of its country of establishment to publish annual accounts, it may prove compliance with a report certified by a notary or other competent official. The person responsible for design work must have at least the professional qualification of a certified electrical engineer, level 7 (excluding initial qualification), with specialisation in consumer electrical installations or electrical networks and systems, in the field of design or electrical networks and systems, or hold an A-class competence certificate. The bidder must provide this person's details and the qualification evidence in the ESPD. The tender must comply with the procurement documents. If the bidder relies on the capacities of other entities, the relevant consents and those entities' ESPDs must be submitted, and those entities must not have exclusion grounds for the parts relied upon. In the case of a joint tender, the joint bidders must be registered, a power of attorney for the joint representative must be submitted, and ESPDs for all joint bidders must be included. A maintenance and servicing plan for the traction substations must also be submitted. If subcontractors are used, they must be indicated in the RHR system.
