Compliance requirements

The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, the use of child labour or other forms of trafficking in human beings, or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where permitted. The bidder must also confirm that the information provided in the tender is correct and that it does not use prohibited subcontractors or suppliers where such a confirmation is required.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three financial years ended by the start of the procurement must be at least EUR 1,000,000 per year. If necessary, an extract from the annual accounts for the last three years or other evidence must be provided if the turnover is not visible in the business register or if the bidder is not required to publish annual accounts. The person responsible for the design work must have at least the professional qualification of a certified electrical engineer, level 7, with specialisation in consumer electrical installations or electrical networks and systems, in the field of design or electrical networks and systems, or an A-class competence certificate. The bidder must provide the person’s details and evidence of the qualification. The tender must comply with the tender documents and the contract terms. In the case of a joint tender, the joint bidders must be registered, a power of attorney for the representative of the joint bidders must be submitted, the ESPD of all joint bidders must be provided, and the size and nature of each joint bidder’s share of the contract must be described. If the bidder relies on the capacities of another entity, the relevant consent and that entity’s ESPD must be submitted. The tender must also include the trolley substation operation and maintenance plan and the confirmations regarding sanctions and prohibited subcontractors.
