Compliance requirements
The bidder must confirm that neither it nor its management, supervisory or representative persons have been finally convicted within the last five years for exclusion grounds such as participation in a criminal organisation, corruption, fraud and other offences listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The contract notice and the ESPD also contain other statutory exclusion grounds; the exact list must be checked in the tender documents. The bidder also confirms compliance with anti-corruption measures and that it will not use subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value in performance of the contract.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 paid parking service management contract during the 36 months preceding the start of the procurement, with a total of at least 10 operated parking spaces. A list of the contracts must be submitted in the ESPD using the form in Annex 2 to the tender documents, showing the contract names, dates, number of operated parking spaces, client contact details and procurement reference numbers, if available. The bid must be prepared in Estonian, submitted electronically via eRHR, and comply with the form and structure required in the tender documents. If the bidder relies on equivalence, this must be explained and supporting evidence must be provided. In the case of a joint bid, a power of attorney for the joint bidders and information on the share performed by each joint bidder must be submitted.
