Compliance requirements
The bidder is excluded if it has unpaid tax debt or outstanding payment obligations, unless the debt has been rescheduled and is being paid according to the schedule. The bidder is also excluded if it is bankrupt, in liquidation, has suspended business activities, or is in a similar situation. Exclusion also applies if the bidder has submitted false or misleading information in the procurement procedure.
Qualification criteria and exclusion grounds
The bidder must have completed at least one similar construction project within the last five years. A similar project means the construction of a production, warehouse or office building including internal technical systems. If the bidder itself lacks such experience, the requirement may be met through the prior experience of a project manager or site manager from the bidder’s team, provided that person will take part in contract performance. The bidder must ensure a qualified team for contract performance, including a project manager and a site manager with prior experience in managing building construction. The bid must include a description of at least one similar completed project and the team details. The contracting authority may request additional evidence if necessary. The bid must comply with the procurement documents, and where relevant equivalence must be explained and supporting evidence attached. In a joint bid, all joint bidders must meet the conditions.
