Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor other persons with authority to represent it, make decisions on its behalf or control it, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion grounds listed in the tender documents. Qualification criteria and exclusion grounds

The bidder must submit the ESPD and prove that it meets the activity-licence requirement for the selected lot. For Lot 1, the bidder must be an undertaking engaged in the production, collection and preservation of bovine semen and must hold an activity licence issued by the Agricultural and Food Board or an equivalent foreign authority. For Lot 2, the same requirement applies to the production, collection and preservation of bovine embryos. The tender must include a description of service delivery, technical capability and equipment, and data collection and transfer. If subcontractors are used, the bidder must state their planned share in performing the framework agreement and identify them by name.
