Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, including criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If any of these grounds apply to the bidder, the bidder must answer accordingly and may need to provide evidence of self-cleaning where allowed. The exact wording and any additional exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one maintenance engineer on its team, whose name must be stated and who has received manufacturer training for servicing the offered defibrillator. A copy of that person’s training certificate must be submitted in addition to the confirmation given in the ESPD. According to the compliance requirements, the bidder must submit Form 1, the application to participate in the public procurement, Form 2, the technical compliance table, the manufacturer’s technical documentation, the device configuration and the list or price list of additional options, as well as the list of maintenance work and consumables with prices. The bid must also follow the structure set out in Form 3, the price breakdown table and the list of services and consumables. In the case of a joint bid, a power of attorney from the joint bidders must be attached. Any trade secret must be marked and justified in the bid, but the bid price may not be treated as a trade secret.
