Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds under the Public Procurement Act. The bidder must confirm whether any exclusion ground applies and, if relevant, provide the conviction date, reason, who was convicted, the exclusion period and any self-cleaning measures. If the bidder has taken measures to restore reliability, this may be explained. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The machine-readable notice did not include precise qualification, suitability or technical capacity requirements; these must be checked in the tender documents. As compliance requirements, the bid must include the participation application according to Form 1. For each lot, the price breakdown table must state the medicine name, manufacturer, unit price and the link to the marketing authorisation, and Form 2 must be kept in Excel format. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. If the bidder relies on subcontractors or the capacities of other entities, this must also be confirmed according to the tender documents. In addition, the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions, and that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value.
