Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory grounds listed in the ESPD. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds

The bidder’s minimum net turnover for each of the last three completed financial years must be at least EUR 700,000 excluding VAT. Turnover data must be provided in the ESPD, and the contracting authority will check compliance for the successful bidder. For performance of the contract, 5 different team members must be provided: 1 senior JavaScript/OpenLayers developer, 1 UX/UI designer, 1 JAVA/SpringBoot developer, 1 systems analyst and 1 tester. A separate person must be proposed for each role, and the required CV form must be completed. The submitted information must allow the contracting authority to verify that the people meet the role requirements. The bidder must also provide the company and signatory details needed for contract conclusion and confirm that the bidder and, where relevant, joint bidders and subcontractors are established or resident in the permitted countries. If this is a joint bid, the joint bidders’ authorisation form must be submitted. The bid must comply with the tender documents, and where necessary equivalence must be explained and supporting evidence attached.
