Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in § 95(1) points 1–3 and 5 of the Public Procurement Act apply, that it is not bankrupt or in liquidation, that it has no tax debts, and that it is not a related party to the technical consultant. It must also confirm that the average wage of its employees during the reference period was above 70% of the average wage in the relevant sector and provide a certificate from the Tax and Customs Board or an equivalent authority. In a joint tender, the exclusion grounds are checked for each joint bidder separately.
Qualification criteria and exclusion grounds
The bidder must be registered in the Trade Register for construction activities covering general construction, indoor climate systems, and water supply or sewerage systems within buildings or attached to buildings. If electrical works are to be performed, the bidder must also have a registration for electrical works covering the construction, including installation, of electrical installations; for a foreign bidder, an equivalent proof may be accepted. The net turnover for the financial year preceding the start of the procurement procedure must be at least equal to twice the estimated contract value excluding VAT; in a joint tender, it is sufficient if at least one participant meets this requirement on its own. The bidder must be able to provide a performance guarantee amounting to 5% of the contract value by the contract date or within 10 calendar days after signing. The bidder must also demonstrate at least one equivalent construction project completed within the last 60 months with a value of at least half of the estimated contract value excluding VAT, and the project must have involved the construction, extension or full-building reconstruction of a building as the main contractor, including load-bearing structures and external envelope works, heat-recovery ventilation, and heating system construction or reconstruction. The team must include a project manager, site manager, ventilation and heating systems specialist, water supply and sewerage systems specialist, and, where electrical works are involved, a person with the required electrical competence; for each role, the name and professional certificate number must be provided. The tender must be submitted in full compliance with the procurement documents and using the required tender forms for Pargi 3 and Pargi 5. If team members are not employees of the bidder, their written consent to participate must be attached.
