Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal organisation participation, corruption, fraud and other conviction-based grounds. If any exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning measures. The exact list and wording of exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove that, within the last 36 months, it has completed at least 2 contracts, each worth at least EUR 700,000 excluding VAT and each covering software development and/or maintenance services. If a framework agreement is submitted as a reference, the values of the contracts performed under it may be aggregated. The bidder must list these contracts in the ESPD with their value, dates and other contracting parties, and, where applicable, add the procurement reference number. The bidder must also have a quality manual or another document or guide describing the software development quality assurance procedures it follows when providing the services. The average number of employees, board members and other persons working under contract in software development or maintenance over the last three years must be at least 12. The bid must confirm compliance with the tender documents, provide the details of the contract signatory and contact person, and, where required, submit team members' CVs in the forms specified in the tender documents.
