Construction of a greenhouse equipped with environmentally friendly modern technology

The bidder must not have been convicted within the last five years of fraud, participation in a criminal organisation, offences related to a terrorist act or terrorist activity, money laundering, terrorist financing, child labour or other forms of human trafficking, if the disqualification period in the conviction still applies. The bidder must not have tax arrears for state taxes at the deadline for submitting the tender or at contract award. The bidder must not be bankrupt, subject to insolvency or liquidation proceedings, or have suspended business activities. A criminal record certificate and commercial register checks are required to prove the absence of exclusion grounds.

The bidder must be registered in the commercial register. As a financial capacity requirement, the bidder’s net turnover in the field of greenhouse construction, greenhouse technical systems and equipment must have been at least EUR 1,700,000 in each of the three financial years preceding the tender; turnover figures for 2023–2025 must be submitted, and if annual accounts or profit and loss statements are not yet available in the commercial register, they must be attached. For technical capacity, the bidder must have acted as main contractor and properly constructed at least one greenhouse with a built area of at least 1,920 m² during the 60 months before the tender, in climate and light conditions similar to the contracting authority’s location; a list of reference projects with data enabling the project and its quality to be identified must be submitted. The construction project manager must hold a valid level 6 certified construction engineer qualification, or an equivalent professional qualification, and have experience in the construction of at least one greenhouse of at least 1,920 m² during the last 60 months; the bidder must submit the project manager’s CV, references, and an extract from the employment register or a confirmation from the project manager regarding engagement. In addition, the bidder must confirm that the tender complies with the requirements in the procurement documents, that any equivalence has been explained and supporting evidence attached where necessary, and that the tender price is submitted on the PRIA form in the required structure.
