Compliance requirements

The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, fraud, terrorist offences, money laundering or terrorist financing, and the other exclusion grounds listed in the tender documents. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning measures where allowed. Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment; for an Estonian bidder, in the Estonian Commercial Register. As a financial capacity requirement, the bidder’s average annual net turnover in the field of joint water supply and sewer pipeline construction for the last three completed financial years before the start of the procurement must be at least EUR 500,000. To prove technical capacity, the bidder must show that during the last 60 months it has completed at least 5 contracts for gravity sewer or stormwater pipeline construction and that each contract covered at least 900 m of such pipeline. The bidder must provide a short description of the contracts, the performance period, the client contact details and, where required, evidence of proper performance. For the construction project manager, at least a level 6 water supply and sewerage engineer qualification for external water supply and sewerage, or an equivalent qualification from the bidder’s country of establishment, is required, together with at least 2 project-management references from the last 3 years where each project involved at least 900 m of gravity sewer or stormwater pipelines. The bidder must submit forms 3 and 4 and, if necessary, copies of documents proving the project manager’s competence. The bid must also comply with the compliance requirements, including a joint-bid power of attorney where applicable and submission of the bid price in the required structure. The works must be completed within 120 days from contract signature.
