Compliance requirements

The exclusion grounds mainly concern final criminal convictions, such as participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour and human trafficking. The ESPD requires confirmation whether such grounds apply to the bidder, its management body members or other persons with representation authority. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must form a team of at least 2 people, including at least an instructional designer and production coordinator, a subject-matter expert, and a video and audio producer. One person may perform several roles, but the team must still have at least 2 people. The instructional designer and production coordinator must have experience in creating at least three self-paced e-courses and experience in creating at least one e-course on Articulate Rise 360 or an equivalent platform. The subject-matter expert must, during the 60 months preceding the start of the procurement, have experience in the restorative justice field in developing training or course content and/or preparing a curriculum or syllabus, and must have completed either at least 48 academic hours of restorative justice training or restorative justice trainer/coach training. The video and audio producer must, during the 60 months preceding the start of the procurement, have completed at least three full video and/or animation productions that included camera work, sound work and post-production. The bidder must submit the team members’ CV form and a document proving the subject-matter expert’s training or trainer/coach qualification. The bid must also include a free-form description of the bidder’s understanding of the e-course and its visual and technical solution; this description must meet the technical specification requirements. In a joint bid, a joint power of attorney and an ESPD for each joint bidder must be submitted. The bid must comply with all tender document requirements, and conditional bids are not allowed.
