Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal organisation, corruption, fraud and other legal exclusion grounds under the tender passport. The bidder or its managers/representatives must not have final convictions that trigger exclusion, unless the applicable self-cleaning rules or tender-document exceptions apply. The notice also states that the bidder may submit evidence of reliability restoration where allowed. The exact full list of exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements set out in the tender passport. Financially, the bidder’s net turnover for the last completed financial year before the start of the procurement must be at least EUR 500,000; joint bidders may combine their figures. Technically and professionally, the bidder must have completed at least one software development contract in the 36 months before the start of the procurement, with a total value of at least EUR 300,000 excluding VAT, including at least 1,500 hours of software development services similar to the subject matter. Similar services are software development in the maritime sector. The bidder must also have a minimum 6-person team for contract performance, and the team must be able to work with the client in Estonian and with Estonian- and English-language technical and functional specifications. The notice also refers to supporting documents and confirmations to be provided on request, including turnover evidence, client confirmations and documents for reliance on another entity’s resources.
