Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and the other listed grounds in the tender passport. Qualification criteria and exclusion grounds

The bidder must submit a bid that complies with the technical requirements in Annex 1. Together with the bid, the bidder must provide the manufacturer’s technical data sheet and/or user manual, a maintenance plan for the warranty period, and any other evidence needed for the contracting authority to verify compliance. The bidder must have the right to sell and maintain the offered device in Estonia and must provide a document proving the sales and technical support authorisation granted by the manufacturer or, where applicable, by the manufacturer’s authorised representative; in the case of sub-delegation, the relevant sub-delegation documents must also be provided. For the entire contract performance period, the bidder must employ or otherwise engage a repair engineer who has received manufacturer training for installation, commissioning, maintenance and repair of the device, and an application specialist who has completed the relevant training for advising on examinations and training the team. The bid must include a copy of the certificate proving the engineer’s training and a copy of the document proving the application specialist’s training. In a joint bid, a power of attorney from the joint bidders and a confirmation of joint and several liability must be submitted. An application, a declaration of conformity or a copy of it, and a confirmation that the offered goods are not subject to international sanctions and do not originate from sanctioned regions must also be provided.
