Compliance requirements
The machine-readable notice contained only one national-law-based restriction: the contracting authority may limit participation based on the bidder’s country of establishment or residence. If this restriction applies, the bidder must confirm whether it complies and, if needed, provide the related details or references.
No other precise exclusion grounds were included in the machine-readable notice; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show an average annual net turnover of at least EUR 700,000 based on the last three completed financial years. If the company has operated for less than three years, the arithmetic average net turnover over its operating period must also be at least EUR 700,000 per year. If turnover cannot be verified from the business register, the contracting authority may request appropriate evidence.
The bidder must have, within the last 60 months before the start of the procurement, built or reconstructed as main contractor at least one agricultural building or structure similar in scope and size to the contract object. The bidder must provide the project name, the client’s and representative’s contact details, the project value excluding VAT, the net floor area, and a short description of previous experience.
A project manager must be involved to directly lead, coordinate and supervise the construction process, and that person must have at least professional qualification level 6. The contracting authority may verify the qualification in the professional register; if no record is available there, a copy of a document proving the qualification, education or equivalent must be submitted on request.
If the bidder relies on the resources of another person, the relevant details of that person and their consent for the bidder to demonstrate compliance based on their indicators must also be submitted.
