Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to criminal organisation participation, corruption, fraud and other grounds listed in the ESPD. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register. The net turnover for each of the last three completed financial years must be at least EUR 200,000 per year. For managing the works, the bidder must have at least one responsible person who will also act as project manager if the contract is awarded, and who holds one of the following professional qualifications: road engineer, level 6; certified road engineer, level 7; or authorised road engineer, level 8. The bidder must provide the person’s details and a copy of the diploma or qualification certificate. In addition, the bidder must have completed at least 2 works contracts in the 36 months before the start of the procurement that meet the contracting authority’s specified characteristics: construction of surfaces with 1.5 and/or 2.5 layers of surfacing, with a total area of at least 20,000 m2 in each contract. A list of such contracts and evidence that the works were performed properly must be submitted. The bid must comply with the procurement documents, and conditional bids are not allowed.
