The selected documents nevertheless require Form 1 and Form 2 to be submitted with the bid. If the bid is joint, a power of attorney for the joint bidders must be attached. The bidder must also confirm that subcontractors and suppliers linked to the Russian Federation or under its control will not account for more than 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
