Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal organisation participation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder must not have a final conviction for these offences within the last five years, unless the exclusion period has expired. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The exact exclusion details and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years before the start of the procurement must be at least EUR 50,000. The bidder must submit the turnover figures for those years and, if requested, later provide extracts from the annual accounts. The bidder must also have at least one successfully completed service contract from the 36 months before the start of the procurement where cleaning agents with an EU Ecolabel or another Type I ecolabel under EN ISO 14024 were used. For that reference contract, the bidder must provide a description of the contract, the cleaning agents used, the client’s contact details, and the contract start and end dates. The tender documents also require confirmation of compliance with the tender conditions, equivalent solutions where relevant, staff training before service start, monitoring of environmental indicators during contract performance, and evidence of the cleaning products used.
