Compliance requirements
The bidder must confirm that neither the bidder nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice included the exclusion grounds in the ESPD; the exact details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 50,000. The bidder must provide turnover figures for the last two completed financial years, and the successful bidder must also provide extracts from the annual reports if the data are not publicly available to the contracting authority from official registers.
The bidder must have at least one service contract completed within the last 36 months in which a cleaning product bearing the EU Ecolabel for hard-surface cleaning products, or another officially recognised Type I ecolabel under EN ISO 14024, was used. To prove this, the bidder must submit the contract description, the cleaning products used, the client’s contact details, and the contract start and end dates.
The compliance requirements also state that before the service starts, the bidder must train the staff providing the service on environmental impacts and submit evidence of the training. The bidder must also confirm that the tender complies with the procurement documents, with equivalent solutions evidenced where necessary. For the cleaning service, a monitoring procedure must be established unless the bidder has ISO 14001, EMAS, or an ecolabel for indoor cleaning services; the bidder must also use compliant cleaning products and provide a list of the products and supporting compliance documents.
