The bidder must confirm that none of the exclusion grounds listed in the Public Procurement Act apply, including bankruptcy or liquidation, suspension of business, and tax or social security debt. The bidder must also confirm that its employees' average wage during the reference period was above 70% of the average wage in the relevant field, and provide a Tax and Customs Board statement or equivalent proof for a foreign bidder. In a joint tender, the proof must be submitted for each joint bidder. The bidder must also confirm that it is not a related person to the technical consultant advising on the apartment building reconstruction. Qualification criteria and exclusion grounds
The bidder must be registered in the economic activities register under the activity ‘Construction’ with at least the activity types general construction, indoor climate system, and building-related water supply or sewerage system. For electrical works, the bidder must also have a registration under ‘Electrical works’ for the construction, including installation, of an electrical installation. A foreign bidder may provide an equivalent proof instead of the register entry.
The bidder’s net turnover for the financial year preceding the start of the procurement procedure must be at least equal to twice the estimated contract value excluding VAT. The exact amount must be entered to the nearest euro.
The bidder must confirm that by the contract date at the latest, or within 10 calendar days after contract signature, it can provide a performance security amounting to 5% of the contract value, or deposit the corresponding amount under the required conditions.
Within the last 60 months, the bidder must have completed at least 1 equivalent construction work as the main contractor. An equivalent work must be the erection, extension, or full-building reconstruction of a building and must include at least the construction or reconstruction of the building’s load-bearing and external envelope structures, the construction or reconstruction of a heat-recovery mechanical ventilation system, and the construction or reconstruction of a heating system. For the reference work, the bidder must provide the name of the work, the time and value, information on the nature of the work, and proof by means of a notice of use, occupancy permit, or handover-acceptance certificate.
The team must include a project manager with at least level 6 professional qualification as a construction engineer specialising in building construction, or level 6 professional qualification as a construction manager specialising in general construction. An object/site manager with at least level 5 professional qualification as a construction site supervisor specialising in general construction works is also required. In addition, a specialist for ventilation and heating systems, a specialist for water supply and sewerage systems, and a competent person involved in electrical works are required. For each role, the bidder must provide the person’s name and the number of the professional or competence certificate.
