Compliance requirements
The bidder must confirm that neither the bidder nor its representatives have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm that the bid complies with the procurement documents, that the bid is not conditional, and that it does not use subcontractors or suppliers linked to the Russian Federation in a sanctions-related sense for more than 10% of the contract value. It must also be confirmed that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
Qualification criteria and exclusion grounds
The bidder’s net turnover in the field of repair works and resolving emergency issues must have been at least EUR 50,000 in each of the last three completed financial years. If the data are not available from a public register, the contracting authority may request the bidder’s three latest annual accounts or extracts from them. The bidder must provide turnover data in the ESPD and, if necessary, supporting evidence. The bid price must be submitted in the required structure and Appendix 2, the bid price form, must be completed. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must also provide the names and personal identification codes of persons representing the company, or confirm that no such persons exist.
