Compliance requirements
The bidder must confirm the standard exclusion grounds. The machine-readable notice includes criminal conviction grounds such as participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, and terrorist offences. If an exclusion ground applies, the bidder may need to explain self-cleaning measures where allowed. The exact wording and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The minimum annual net turnover in construction works over the last three financial years must be at least EUR 1,000,000. For technical and professional capacity, the bidder, the joint bidders as a whole, or a subcontractor whose resources are used to prove compliance, must have completed within the 60 months before the start of the procurement at least two construction or design-build contracts, including at least one contract covering a total of at least 1 km of water and sewer pipelines and at least one contract involving work on a public road. The tender documents also require the submission of the work schedule/quantity list and, for joint bids, a power of attorney for the authorised representative.
