The machine-readable notice states that the contracting authority will check the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder before contract award. The bidder must confirm that none of those exclusion grounds apply. The notice also covers direct or indirect involvement in preparing the procurement, conflict of interest, insolvency or liquidation proceedings, and a national-law restriction based on the bidder’s place of establishment or residence. The bidder must prove prior experience: within the 36 months before the start of the procurement, at least three service design projects or similar work in system design and development based on user needs. Evidence must include a description of at least 3 assignments and the time of performance. The team must include a service designer with higher education and experience in at least 3 different service design processes; a signed CV of the service designer must be submitted, showing work experience and the role in carrying out the work. The bid must comply with the procurement documents, conditional bids are not allowed, the bid price must be submitted in the required structure, and a joint bid must include a power of attorney from the joint bidders. The service description must explain how the procurement objective will be achieved, how cooperation with the contracting authority will be organised, how relevant stakeholders will be involved, how workshops and interviews are planned, and what risks and mitigation measures are foreseen. The schedule and action plan must set out activities by week, responsible persons and facilitators, the organisation of working groups, and the expected outputs. For the environmental conditions, the bidder must confirm that environmentally friendly solutions will be preferred during contract performance.
