Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences and other criminal conviction-based grounds listed in the ESPD. If an exclusion ground applies, the bidder may be able to demonstrate self-cleaning measures where allowed by law and the tender documents. Subcontractors of the first tier are also checked during contract performance and must submit an ESPD. The machine-readable notice does not provide all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice and selected tender documents set out the following qualification requirements. The bidder’s combined net turnover in software development over the last two audited financial years must be at least EUR 1,000,000. The bidder may rely on the resources of another entity, and in that case the other entity must also be identified in the ESPD. The bidder must provide a team for the full term of the framework agreement with these roles: project manager, architect, analyst, two developers, tester and UI/UX designer. The minimum team size is 6 people. The project manager must have at least 3 years of experience as a project manager in software development, participation in at least 3 software development contracts involving Python and PostgreSQL during the last 48 months, and very good Estonian language skills; no interpreter is allowed. The architect must have at least 5 years of experience as an architect for information systems based on Python technologies and relational databases, participation in at least 3 software development contracts during the last 48 months, participation in at least 1 contract involving an artificial intelligence or language technology solution, and good Estonian language skills; an interpreter may be used under the stated conditions. The analyst must have at least 3 years of experience as an analyst in software development, participation in at least 3 software development contracts during the last 48 months, and very good Estonian language skills; no interpreter is allowed. Each developer must have at least 5 years of experience in software development and participation in at least 3 software development contracts during the last 48 months involving Python, PostgreSQL and X-Road services; good Estonian language skills are required and an interpreter may be used under the stated conditions. The tester must have at least 2 years of experience as a tester or person responsible for software quality, participation in at least 1 software development contract during the last 48 months using Python, PostgreSQL and X-Road services, and good Estonian language skills; an interpreter may be used under the stated conditions. The UI/UX designer must have at least 3 years of experience as a UX/UI designer or in a related user experience/user interface role, participation in at least 2 software development projects during the last 48 months where user interfaces and/or user experience were designed, and participation in at least 1 public-sector information system project. The bidder must submit CVs for the team members, signed by the persons concerned. The exact wording of some supporting documents and any additional proof requirements must be checked in the tender documents.
