Compliance requirements
The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to a terrorist act or terrorist activity. If such a ground exists, information on self-cleaning measures must also be provided where permitted. The exact exclusion grounds and any possible evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s combined net turnover for the last two audited financial years in software development must be at least EUR 1,000,000. To prove turnover, the bidder must provide the information in the ESPD, and the contracting authority may request extracts from the financial statements for the last two years. If the bidder relies on the resources of another entity, the details of that entity must also be provided, and that entity is jointly liable for performance of the relevant part of the contract.
When submitting the tender, the bidder must confirm that the tender complies with the procurement documents, remains valid for at least 90 days, includes the price of one development/maintenance work hour, the required table from the document “Overview of completed work”, confirmation of intellectual property rights, and confirmation that it has reviewed KeMIT’s technology profile and is ready to use the listed products and technologies. The bidder must also confirm that, if needed, a specialist with prior experience in research and development activities can join the team.
To perform the service throughout the framework agreement term, the bidder must provide a team of at least six members: a project manager, architect, analyst, two developers, a tester and a UI/UX designer. Each role has specific experience requirements and Estonian language requirements; for some roles, the use of an interpreter is allowed, but language proof must be submitted. The project manager, analyst and some other roles must have participated in a specified number of software development contracts during the last 48 months. The exact role-based requirements must be submitted and evidenced by CVs and, where necessary, supporting documents.
