Compliance requirements

The bidder must confirm the standard exclusion grounds, especially that neither the company nor its managers or authorised representatives have been finally convicted in the last five years for criminal organisation participation, corruption, fraud, money laundering, terrorist offences, child labour or other listed offences. Qualification criteria and exclusion grounds

The selection criteria are set out in the tender document "Instructions for bidders". It is known that the bidder must have the right to market the offered products in Estonia, and must provide a document or copy issued by the manufacturer or, if the manufacturer is outside the European Union, by the manufacturer’s authorised representative. If the right has been sub-delegated, the relevant sub-delegation documents must also be provided. The bid must include the technical specification in Excel format, show the exact product name, manufacturer, product code or reference number, descriptions of all sub-sections and the actual parameters, and include all item names within the lot. Prices must be given in euros to two decimal places, both per item and as the total lot price, and must include delivery, unloading and the relevant training. If the signatory is not the legal representative, a power of attorney must be attached. In the case of a joint bid, a joint-bidders power of attorney and a statement of joint and several liability must be submitted. A declaration on Form III of Annex 4 must also be provided.
