Compliance requirements

The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor persons with power of representation, decision-making or control, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm that no other exclusion grounds under the Public Procurement Act apply. If an exclusion ground exists, it may be possible to submit evidence of self-cleaning, where permitted. Qualification criteria and exclusion grounds

The bidder’s team must include at least the following responsible persons and qualifications: a project manager with a professional certificate at least at the level of certified construction engineer, level 7, or authorised construction engineer, level 8; a site manager with a professional certificate at least at the level of construction manager, level 6; a ventilation and heating systems specialist with at least the qualification of heating, ventilation and cooling engineer, level 6, or construction manager, level 6, specialising in the construction of indoor climate systems; a water supply and sewerage systems specialist with at least the qualification of water supply and sewerage engineer, level 6, or construction manager, level 6, specialising in the construction of internal or associated water supply and sewerage systems; a person performing electrical works with at least an A-class competence certificate or the qualification of certified electrical engineer in building electrical installations, level 7; a fire safety expert, level 6 or equivalent, or an equivalent right to provide fire safety services; and a certified automation engineer, level 7, specialising in building automation, or a certified electrical engineer in electrical automation, level 7, with design competence. The first two key persons must be competent persons in the field of construction of a building requiring a building permit within the meaning of the Building Code. The bid must comply with the procurement documents and, where necessary, equivalence must be explained and supporting evidence attached. Conditional bids are not allowed.
