Compliance requirements
The bidder must confirm that neither it nor the members of its management body have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. It must also confirm that no other exclusion grounds listed in the ESPD and tender documents apply and, where necessary, provide a description of self-cleaning measures taken to restore reliability. For subcontractors, the bidder must confirm that it will not use a subcontractor who must be replaced under Section 122(7) of the Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last two completed financial years must be at least EUR 7,000,000 per year for the period 01/01/2024–31/12/2025. The team must include at least a project manager and a site manager who are competent persons for the construction of a building requiring a building permit and who hold at least a Level 7 chartered civil engineer or Level 8 authorised civil engineer qualification, and a Level 6 construction manager qualification or equivalent, respectively. In addition, the team must include a ventilation and heating systems specialist and a water supply and sewerage systems specialist with the required qualification or equivalent competence. The tender must comply with the procurement documents, any equivalence must be explained where needed and supporting evidence must be attached. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. When submitting the tender, the bidder must also confirm compliance with the required forms and price structure and that the tender does not contain prohibited trade secrets.
