Compliance requirements
The machine-readable notice lists the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, and money laundering or terrorist financing. The bidder must confirm that no such final conviction exists or that any exclusion period no longer applies. If a ground applies, the bidder may submit evidence of self-cleaning measures where allowed. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one project manager responsible for design work who is at least a chartered civil engineer (level 7) with specialisation in design management, preparation of a building design project, design project expert review, or an equivalent qualification. The ESPD must state that person’s name, professional qualification and certificate number. If the bidder relies on another company’s resources, that company’s ESPD must also be submitted. On request, the contracting authority may require documents proving the professional qualification. Under the compliance requirements, the bidder must confirm that the tender complies with all procurement documents, provide contact person details, submit the Appendix 4 CV form for the responsible specialist, the Appendix 3 cost table, and, where applicable, the Appendix 5 consent to rely on another company’s resources and the Appendix 6 power of attorney for joint bidders. The accompanying project manager must have, within the last 36 months, experience as the responsible project manager in the design of at least one building or building complex with a closed net area of at least 800 m², at least at preliminary design stage; the building’s intended use must correspond to code 12600 and a building permit or an equivalent document must have been issued. The tender must be unconditional. In addition, the bidder must confirm that subcontractors or suppliers from the Russian Federation, or related persons or entities, will not be engaged for more than 10% of the contract value.
