Compliance requirements

The bidder must confirm that neither it nor members of its management, supervisory or control bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering, or terrorist financing, and that no corresponding exclusion obligation still applies. Where relevant, the bidder must also confirm that self-cleaning measures have been taken. Due to EU sanctions, the bidder must confirm that it does not involve subcontractors or suppliers accounting for more than 10% of the contract value who are Russian citizens, residents, or companies established in the Russian Federation, or persons or entities owned or controlled by them or acting on their instructions. In a joint bid, an authorised representative must be appointed and a power of attorney for the joint bidders must be attached. As business secret, the bidder may not mark the bid price or other numerical indicators used for award evaluation.

Qualification criteria and exclusion grounds

The bidder’s team must include at least one responsible project manager for design works. This person must be at least a certified civil engineer (level 7), with a specialization in design management, preparation of building design documentation, building design expert assessment, or an equivalent field. The ESPD must include the person’s name, professional qualification and certificate number. If the bidder relies on the resources of another company, that company’s ESPD must also be submitted. The contracting authority may request documents proving the professional qualification. According to the compliance conditions, the bidder’s involved project manager must have experience as a project manager in design works for buildings whose intended use corresponds to code 12640 for hospitals and other healthcare buildings, within the last 36 months, on at least 1 project, and the building or part of it must have had a closed net area of at least 1,800 m². The data required in Appendix 4 CV form must be submitted. The bid price must be provided in the required structure and the completed Appendix 3 cost table must be attached. If the bidder relies on another person’s resources, that person’s consent under Appendix 5 must also be attached.
