Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in the Public Procurement Act apply, including bankruptcy or liquidation, suspension of business, tax or social security debt, and the specific exclusion grounds referred to in the tender documents. In a joint tender, each joint bidder is treated as a bidder and the checks apply to all of them. The bidder must also confirm that its average salary during the reference period was more than 70% of the average salary in the relevant field, and provide the required evidence from the Tax and Customs Board or an equivalent foreign authority. Qualification criteria and exclusion grounds
The bidder must be registered under the construction activity area for general construction, indoor climate systems, and internal or building-related water supply or sewerage systems. For electrical works, the bidder must also have a registration for electrical works covering the construction, including installation, of electrical installations. This registration requirement does not apply to a foreign bidder, but an equivalent proof must be provided if needed.
The bidder’s net turnover for the financial year preceding the start of the procurement procedure must be at least equal to twice the estimated contract value excluding VAT. In addition, by the contract signing date at the latest, or within 10 calendar days after signing, the bidder must be able to provide a performance security equal to 5% of the contract value; this may also be done by depositing the amount to the beneficiary’s bank account or a notary account, provided the beneficiary remains the entitled party throughout the construction period.
Within the last 60 months, the bidder must have completed at least one equivalent construction work with a value of at least half of the estimated contract value excluding VAT. An equivalent work means the construction, extension, or full reconstruction of a building as the main contractor, and it must include at least the construction or reconstruction of the building’s load-bearing and external envelope structures, a heat-recovery mechanical ventilation system, and a heating system. To prove the work, the bidder must provide the number of the occupancy notice or occupancy permit in the building register, or a copy of the handover and acceptance report signed by the client and contractor.
The team must include a project manager with at least level 6 professional qualification as a civil engineer specialising in building construction, or level 6 qualification as a construction manager specialising in general construction. There must also be a site manager with at least level 5 qualification as a construction foreman specialising in general construction works. A ventilation and heating systems specialist is required, with at least level 6 qualification as a heating, ventilation and cooling engineer, or level 6 qualification as a construction manager specialising in indoor climate systems. In addition, the team must include a water supply and sewerage systems specialist with the relevant level 6 qualification or level 6 construction manager qualification. For electrical works, a person with at least a B-class competence certificate or a level 6 electrical engineer qualification for consumer electrical installations must be involved.
The bidder must have a quality management system in the construction field that meets at least EVS-EN ISO 9001, and an environmental management system that meets at least EVS-EN ISO 14001 or an equivalent standard.

The bidder must also submit the tender form, any joint-bid power of attorney if applicable, proof of representation authority if the tender is signed by an authorised representative, and any equivalent proof or team member confirmations required by the tender documents, where applicable.
