Compliance requirements
The bidder must confirm that neither it nor the members of its administrative, management or supervisory bodies, its proxies, or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 road works contracts on publicly used roads within the 60 months before the start of the procurement, with each contract worth at least EUR 50,000 excluding VAT. The works must have been accepted by the client; the warranty period may still be running. In the ESPD, the bidder must provide details for each such contract, including the other party to the contract, contact details, contract period, scope of the project, description of the road works and the procurement reference number. As compliance requirements, a joint bid authorisation must be submitted if the bid is submitted jointly, bid security of EUR 1,660 must be provided, and the bid price table must be completed in the required structure. The bidder must also confirm that the bid complies with the procurement documents and that any equivalence has been explained and supporting evidence attached.
