The bidder must confirm that none of the exclusion grounds listed in points 1–3 and 5 of Section 95(1) of the Public Procurement Act apply, taking into account Section 95(2). The bidder must also confirm that it has no tax, fee or environmental charge arrears, and no tax or social security contribution arrears, under the law of its country of establishment. In addition, the bidder must confirm that it is not bankrupt or in liquidation, that insolvency or liquidation proceedings have not been initiated against it, and that its business activities have not been suspended. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.

The bidder’s net turnover for the financial year preceding the start of the procurement procedure must be at least EUR 850,000. The machine-readable notice did not include precise additional selection or suitability criteria; these must be checked in the procurement documents.
