Compliance requirements
The bidder and its management bodies are checked for the usual exclusion grounds: participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and the other criminal exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Subcontractors are also checked for exclusion grounds during contract performance, and first-tier subcontractors must submit an ESPD document.

Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. A bidder registered in Estonia is checked by the contracting authority in the e-Business Register. A bidder registered abroad must submit a certificate from the competent authority of its country of establishment proving the registration.
The bidder’s total turnover in road construction works for the last three completed financial years (2022, 2023 and 2024) must be at least EUR 300,000. A foreign bidder must submit copies of the annual accounts for those three years.
The bidder must have completed at least 1 contract in the 60 months before publication of this procurement, where road repair and/or road construction works covered at least 2,750 m2. The bidder must submit the relevant reference evidence in the tender.
The bidder must submit the completed Form 4 for the responsible person. The responsible person must have at least the professional qualification of road engineer, level 6, field: management of construction activities.
If the bidder relies on another legal entity’s responsible specialist or on another undertaking’s specialist, the tender must also include the required ESPD documents and/or the employer’s written confirmation, and the specialist must personally perform the work requiring that qualification.
The bidder must submit the completed cost schedule in the contracting authority’s xls-s format.
