Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud and other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may in certain cases submit evidence of self-cleaning to restore reliability. The notice and tender documents also include an EU Russia sanctions requirement: the bidder confirms that it will not use subcontractors or suppliers accounting for more than 10% of the contract value who are Russian nationals, residents or entities established in the Russian Federation, or who are more than 50% owned by such persons or entities, or who act on their instructions. If this prohibition is breached, the contracting authority may reject the tender. The exact exclusion grounds and confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must prove that, during the 36 months preceding the start date of the procurement, it has provided at least 12 months in total of compliant services consisting of organising and delivering youth work activities within the meaning of the Youth Work Act. One or more contracts may be submitted, provided that all required services are covered. Acceptable evidence includes completed contracts, a certificate issued by a local authority, or other written proof confirming the performance of the activities. The bidder must complete the Appendix 8 form required in the procurement documents. The bidder must ensure that the contract performance team includes at least a project manager and a youth worker. The project manager must have a bachelor’s degree, applied higher education or an equivalent qualification, and at least one project management assignment in the youth, education or social sector, or a service assignment lasting a total of at least 6 months, within the last 5 years. The youth worker must have youth worker level 5 professional qualification, or a bachelor’s degree/applied higher education/equivalent qualification or studies completed to at least half of the nominal study period, and in addition either proof of completion of the training programme “Development programme for specialists working in mobile youth work and with young people in NEET situations” or at least 2 years of work experience in the youth field gained within the last 5 years. At least one team member must have at least 1 year of work experience in the youth field within the last 5 years. Team member details must be submitted on Appendix 7, and the contracting authority may request additional evidence, including documents proving education. The named team members must be used for contract performance; any replacement requires the client’s consent.
