Compliance requirements
The bidder, and the members of its management or supervisory bodies, procurators and other persons authorised to represent it, must not have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. The exact exclusion grounds and any possible evidence must be checked in the procurement documents if needed.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 10 borehole cleaning or repair assignments during the 36 months preceding the start of the procurement. The boreholes must have been 30–130 metres deep. A list of completed contracts must be provided, including the contract conclusion and performance dates, the other contracting party’s details, the depth in metres and a short description of the work. If a contract was awarded through a public procurement procedure, the procurement reference number should be added where possible. The bidder may rely on the resources of another company or a joint bidder, but then the details of that person must also be provided and, if necessary, their consent that they will take part in direct performance of the contract. The person responsible for contract performance must participate personally and must hold a hydrogeological works licence or an equivalent authorisation. The responsible person’s details must be submitted on the contracting authority’s form, together with, if required, written consent to the processing of personal data and confirmation of participation in contract performance. The bid must comply with the procurement documents, and the bidder must confirm that they have inspected the current condition of the boreholes and that the initial data needed to prepare the bid are clear. If exact requirements need to be checked, they must be verified in the procurement documents.
