Compliance requirements
The bidder and its management-related persons must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. In the machine-readable notice, the exclusion grounds were mainly standard statutory checks; the exact details must be verified in the tender documents or official tender details.
Qualification criteria and exclusion grounds
The bidder must have completed at least 5 expert valuations prepared for compensation purposes under the Immovable Property Expropriation in the Public Interest Act (KAHOS) during the 36 months before the start of the procurement. The bidder must have at least 2 persons responsible for the service in the team, each holding at least a level 7 property valuer professional qualification. The bidder must provide details of the contracts, including contract dates, value, performance period and the other contracting party. If the bidder relies on another company or a joint bidder’s resources, the bidder must also provide details of that entity and, on request, its consent. The bidder must submit information on the persons used in contract performance and their professional qualifications.
