Compliance requirements
The tender documents include mandatory exclusion grounds. The machine-readable notice shows at least criminal organisation participation, corruption and fraud, and the bidder must also confirm whether any conviction or exclusion period still applies. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The exact full list and details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 80,000. This must be provided in the ESPD, and if the information is not available from a public register, the contracting authority may require annual accounts or extracts.
Within the 36 months before the start of the procurement, the bidder must have completed at least two sales contracts for personal care products and cleaning supplies, each with a value of at least EUR 70,000 excluding VAT. A list of those contracts must be submitted, including the contract value, signing dates and details of the other contracting parties, including the client representative’s contact details. For public contracts, reference numbers must also be shown.
When submitting the bid, the bidder must confirm that the bid complies with the tender documents. In the case of a joint bid, a power of attorney for the joint bidders’ representative must be submitted. The machine-readable notice did not include precise compliance requirements; these must be checked in the official tender documents.
