Compliance requirements

The bidder must confirm that neither the bidder nor the members of its administrative, management or supervisory bodies, nor its proxies or other authorised representatives, have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or offences related to committing a terrorist act or terrorist activities, or for any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also asks for the date of conviction, the reason, the person convicted, the duration of exclusion and whether evidence is electronically available.

Qualification criteria and exclusion grounds

The bidder must have sold at least 5 new M1 category passenger cars during the 36 months before the start of the procurement. The bidder must provide the dates of the sales contracts, the make of each sold M1 vehicle, the date of handover to the buyer and the buyer’s name. On the contracting authority’s request, the bidder must submit a copy of the relevant sales contract together with the vehicle handover record or a confirmation from the buyer. The bid must also comply with the technical requirements set out in the tender documents.
