Compliance requirements
The tender documents include mandatory exclusion grounds based on criminal convictions, including participation in a criminal organisation, corruption, fraud and other standard grounds. The bidder must answer the self-declaration questions and, where relevant, provide the conviction date, reason, person convicted, exclusion period, self-cleaning measures and any electronic evidence. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must include the participation application in Form 1. In Form 2, the bidder must provide the medicine name, manufacturer, unit price and the link to the marketing authorisation, and Form 2 must be kept in Excel format. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value will not be used if they are citizens, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of or persons acting on the instructions of such persons or entities. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also indicate any trade secrets and justify that designation. Goods that are subject to international sanctions or originate from sanctioned areas are not allowed. As regards exclusion grounds, the bidder must provide confirmations and, where necessary, evidence concerning participation in a criminal organisation, corruption, fraud and other standard exclusion grounds; if a ground applies, the bidder must also provide a description of self-cleaning measures and electronic evidence details, if available.
