Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. The bidder or its representatives may need to confirm that none of these grounds apply and, where allowed, provide evidence of self-cleaning. Qualification criteria and exclusion grounds
The bidder's net turnover for the last financial year ended by the start of the procurement must be at least EUR 140,000. Joint bidders may combine their turnover figures. To prove compliance, the bidder must provide the relevant data in the ESPD and, upon request, an extract from the annual accounts or other evidence. If the bidder relies on another entity's resources, the bidder must also provide that entity's details and, if needed, its consent and evidence of its turnover.
For technical and professional capacity, the bidder must submit a list of owner supervision contracts completed during the 36 months preceding the start of the procurement. These must match the characteristics set by the contracting authority and relate to owner supervision of public road construction. Upon request, the bidder must provide a client confirmation showing the contract performance period and the value of the construction works excluding VAT.
