Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground exists, the bidder may explain self-cleaning measures and, where allowed, provide evidence of restored reliability. The machine-readable notice did not include the full precise list of exclusion grounds in the excerpt shown here, so the official tender documents must be checked for the complete wording.
Qualification criteria and exclusion grounds
Financial capacity: the bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 50,000. Joint bidders may combine their figures.
Technical and professional ability: the bidder must have completed at least 1 owner’s supervision contract in the 36 months before the start of the procurement. The reference must concern owner’s supervision of construction works on a public road. On request, the bidder must provide a client confirmation showing the contract performance period, the construction works value excluding VAT, and that the contract was performed properly. If the bidder relies on another entity’s resources, that entity must also be identified and must participate in the contract performance to the extent relied on. The bidder must also submit the required supporting documents if requested.
