Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have, within the last five years, been finally convicted for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences or other exclusion grounds listed in the ESPD. If any such ground applies, information on self-cleaning measures must also be provided where permitted. Subcontractor control requirements apply during contract performance, but they do not replace the bidder’s own exclusion grounds.
Qualification criteria and exclusion grounds
The bidder must show an annual net turnover in road construction of at least EUR 160,000 for each of the last three financial years. As regards experience, the bidder must have properly carried out at least 5 asphalt paving works within the 60 months preceding the start of the procurement, each with a volume of at least 3,000 m², and must submit client-signed confirmations. The project manager directly involved in performance of the contract must be at least a level 6 road engineer, specialising in road construction and maintenance, with competencies in construction management or building management, and must have at least 2 years of experience as a construction project manager. The tender must comply with the procurement documents, conditional tenders are not allowed, and equivalent evidence and the project manager compliance form must be submitted where required.
