Compliance requirements
The contracting authority will check the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder before signing the contract. The bidder must confirm that no exclusion grounds apply, including direct or indirect involvement in preparing this procurement, conflicts of interest, and previous serious contract breaches or early terminations. The bidder must also confirm whether any residence- or establishment-based restriction prevents participation. If any ground applies, the bidder may submit evidence of measures taken to restore reliability.
Qualification criteria and exclusion grounds
The bidder must provide a team description and confirm that the bid complies with the requirements in the tender documents. For proper delivery of the service, two trainers must work with each group: one with experience in child protection or the social sector, and another with experience in adoption, guardianship or foster care. The trainer must have completed the PRIDE trainer course in 2017 or 2021; alternatively, a trainer who took part in the PRIDE trainer pre-training in Tallinn in 2017 also qualifies. In addition, the trainer must have delivered at least 1 adult continuing training course within the last 5 years, with a duration of at least 8 academic hours, and that training must have been approved in line with the learning-outcomes-based curriculum and training arrangements. If equivalent solutions are used in the bid, equivalence must be explained and supporting evidence must be attached.
