Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorism financing, and the other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full precise list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract for creating a wayfinding system or signage, including design, within the 36 months before the start of the procurement. The reference contract must have a value of at least EUR 25,000 excluding VAT. For the reference, the bidder must provide the contract period, contract value, performance time, client name and registration code, client representative name, phone number and email address, and, if it was awarded through a procurement procedure, the procurement reference number. The bidder must also have at least 1 designer for contract performance, with at least 2 years of work experience in visual communication, graphic design or industrial design, and must submit the designer’s CV. If the bidder relies on another company’s resources, that company’s consent must be provided. The bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalence has been explained and supporting evidence added.
