The bidder must confirm the standard exclusion grounds, including no final convictions in the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes, and other mandatory exclusion grounds listed in the tender passport. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning. The bidder must include at least one specialist who has: at least 3 years of experience in software testing or system performance analysis; experience in planning, carrying out and analysing load tests in at least 3 projects; participation in at least 3 comparable load testing projects, where the load tests were performed for information systems integrated with other applications or systems; and experience using Gatling, Scala, Go and/or a related technology or tool. The bidder must provide descriptions and a list of the specialist’s previous experience and projects, and indicate the tools and technologies used. The specialist must also confirm in writing participation in the performance of the contract. If the bidder relies on another undertaking’s resources, the other undertaking’s consent and details must also be provided.
