The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, and money laundering or terrorist financing. For these grounds, the bidder may submit evidence of self-cleaning measures if allowed. The bidder must also confirm that it does not involve subcontractors or suppliers representing more than 10% of the contract value who are citizens, residents or undertakings established in the Russian Federation, or persons linked to them, and that the offered goods are not the object of international sanctions and do not originate from sanctioned areas.

The bidder’s net turnover for each of the last 3 financial years must have been at least EUR 25,000 excluding VAT. The bidder must also confirm that the bid complies with the procurement documents and, where necessary, that equivalence has been explained and supporting evidence has been attached.
