Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences and other listed grounds. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have at least 3 previous service contracts completed within the 36 months before the start of the procurement. Each contract must be similar to the subject matter of this tender and must have included either daytime catering with at least 2 coffee breaks and lunch, with at least 3 different hot options including vegetarian food, salad, dessert, coffee, tea and water, or an evening reception/standing reception with savoury food, dessert, coffee, tea and water. Each contract must have covered at least 50 people and service had to be provided during the event. The bidder must also provide the contract value, dates and the other contracting parties, together with the form on previous experience in the bid. In addition, the bidder must confirm that the bid complies with the procurement documents, that equivalence has been explained where necessary and supporting evidence has been attached, and that in the case of a joint bid the joint bidders’ power of attorney has been submitted. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the official tender documents.
